- This is a notice of intent to negotiate a Quotation from Agilent Technologies Inc. P.O. Box 4026 Englewood CO 80155-4026 on an other than full and open competition. The Government intends to negotiate on a sole source basis with Agilent because only Agilent?s Bit Error Rate Tester (BERT) can provide the performance and feature sets required to reach the upper boundaries of the network measurements being analyzed.
