- The United States Army Communications - Electronics Life Cycle Management Command (C-E LCMC), Acquisition Center, ATTN: AMSEL-AC-CC-RT-F, Building 1208, Fort Monmouth, NJ 07703-5008, intends to modify existing contract W15P7T-05-C-S011, under the Aut hority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Palomar Display Products, Inc., 1945 Kellogg Avenue, Carlsbad, CA 92008. The proposed award will be for technical/ engineering and depot repair services on their current cont ract for Horizontal Technology Integration (HTI) 2nd Generation Forward Looking Infrared (SGF) Biocular Image Control Units (BICUs). CE LCMC desires troubleshooting and repair of BICUs to support Army fieldings and Operations Enduring Freedom (OEF) and Ir aqi Freedom (OIF). Palomar is the current contractor capable of producing, repairing and delivering BICUs to the Army. The Government does not own the detailed data rights/drawings for the BICU that would enable the Government to compete this effort.
