- Synopsis Modification The Iowa Army National Guard intends to pursue the second phase of the Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of the Camp Dodge Armed Forces Readin ess Center at Camp Dodge, Johnston, Iowa, for the Iowa Army National Guard. The Phase Two solicitation is offered to the contractors selected from the Phase One competition only. The following four contractors were selected IAW Phase One solicitation cri teria. Walsh Construction, 929 West Adams Street, Chicago, IL 60607. The email POC is: dmarchiori@walshgroup.com. Neumann Brothers Inc., 1435 Ohio Street, Des Moines, IA 50314.
