Description

This is a notice of intent to award a Sole Source Firm Fixed Price contract for licesing, software and hardware maintenance of a two-channel broadcast monitoring system to BBN Technologies Corp. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1)or 41 U.S.C.253(c)(1), as cited in FAR 6.302-1. The configuration and software contained in the Broadcast Monitoring System is proprietary and a trade secret of BBN. The BBN Technologies Two Channel Broacast Monitoring System, is currently in use by the SOJICC program. It is not economically feasible to evaluate other brands, or to alter the current system configuration. The monitoring system is a video data mining system that automatically transcribes the real-time audio stream and translates it into English. Both the trascript and stranslation are searchable and synchronized to the video, so that users can easily sift through vast collections of nesw content in Arabic, Mandarin Chinese and Western Hemisphere Spanish. As the video plays back, the system highlights spoken words in both the original language and the stanslation.
