- (i) This is combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation FAX30N613600100 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060412. Special Provisions; and the Representations, Certifications and Other Statements of Offerors or Quoters are included with this solicitation as an attachment. (iv) The NAICS code is 532292and the small business size standard is 5.0 millions of dollars annually. (v) The 1st Contracting Squadron has a requirement for a Rental Contract to provide golf cart rental for Eaglewood Golf Course, 460 Weyland Road, Langley AFB, VA 23665. The contract will be for one (1) base year and three (3) option years. (vi) The following contract line items are applicable to this solicitation: CLIN 0001 Rental Contract to provide golf cart rental for period of 01 September 2006 through 31 August 2007. The Government specifications for the golf carts are included in the Statement of Work attached to this solicitation. CLIN 0002 Option Year 1 ? Period of performance 01 September 2007 through 31 August 2008. CLIN 0003 Option Year 2 ? Period of performance 01 September 2008 through 31 August 2009. CLIN 0004 Option Year 3 ? Period of performance 01 September 2009 through 31 August 2010.Thereafter, if the option periods are exercised by the Contracting Officer, each option period after the base period will be from 01 September through 31 August. The final option year ends 31 August 2010. Yearly options are subject to FAR Clause 52.217-9 Option to Extend the Term of the Contract. In addition, FAR Clause 52.217-8, Option to Extend Services is applicable. The Contracting Officer will provide the notices stated in Clauses 52.217-8 and 52.217-9. Exercising options is a unilateral right of the Government. (vii) Delivery: Date of delivery shall be by NLT 01 September 06. Place of delivery for acceptance and FOB point will be 460 Weyland Road, Langley AFB, VA 23665. . (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors--Commercial Items (JAN 2006), (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (JAN 1999), (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: Contractor offering the highest percentage of total golf cart rental income to the NAFI. Payment to the NAFI will be monthly by a deduction based on the monthly total golf cart rental income. (x) Offerors are reminded to include a completed copy of the Representations, Certifications with his/her offer. (xi) Rental Contract is applicable to this solicitation. (xii) NAF General Provisions (JUNE 2001) is applicable to this acquisition. The list of FAR clauses incorporated by reference which apply to this solicitation and any resultant contract is attached to the NAF General Provisions. The Special Provisions follow the list of FAR clauses. Wherever the word Government is used ?NAFI? is substituted in lieu thereof. (xiii) Additional Contract Terms and Conditions applicable to this procurement are attached to the NAF General Provisions. (xiv) The Defense Priorities and Allocation Systems (DPAS) assigned rating for this procurement is unrated. (xv) Commerce Business Daily numbered note 1 is applicable (xvi) This announcement will close and quotes are due by 2:00 PM (EST) 15 July 2006.
