- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a request for quotation. Submit offers on RML-RFQ # 6016. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09 dated 5/19/06. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 339111 and the small business size is 500. The Rocky Mountain Laboratories is seeking an 8A, Hubzone, Service Disabled Veteran or Small Business to provide a multiparamater Flow Cytometer. The flow cytometer must include a cell and particle counter, 20mW 488nm Blue Solid state Laser, 50mW 405 nm Violet Solid-state Laser, 25mW 635nm Red Diode Laser, configurations with 1 to 16 paramaters, submicron particle detection (<0.2um) for scatter, high fluorescence sensitivity <100 MEFL, upgradable built-in industry standard computer with Pentium processor 3.2GHz, 512 MB RAM, 200 GB harddisk, 19? TFT LCD display, CCD Video camera, DVD-RW and floppy disk drive and Windows XP compatible software for data acquisition and analysis. Computer must have color printer and network printing capabilities. Vendor must include warranty information, provide initial training, and must be able to provide service under BSL-3 conditions. FOB point shall be Destination, Hamilton, MT. Inside delivery shall be not more than 90 days after receipt of order. Delivery location is Rocky Mountain Laboratories, 903 S 4th St, Hamilton, MT 59840. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; 52.212-1 Instructions to Offerors Commercial Items; FAR52.212-2 Evaluation Commercial Items; FAR52.212-4 Contract Terms and Conditions Commercial Items; FAR52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; FAR; 52.204-9 Personal Identity Verification of Contractor Personnel. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on: 1) the capability of the item offered to meet the above stated salient characteristics; 2) Warranty, and 3) Price. Warranty information to include period and coverage shall be stated.
