Description
The Department of Health and Human Services (DHHS)/Health Resources and Services Administration (HRSA) intends to contract with, on a sole source basis, the Association of State and Territorial Public Health Nutrition Directors (ASTPHND), Johnstown, PA. This contract will be procured in accordance with the Federal Acquisition Regulations (FAR) Parts 15 and 6.302-1. The anticipated contract period is for a twelve month base year with two twelve month option years. The purpose of this proposed contract is to implement the National Nutrition and Physical Activity Blueprint for Nutrition and Physical Activity in up to 30 states. ASTPHND is a 501(c)3 non-profit national organization representing state nutrition directors and professionals working in MCH nutrition, chronic disease prevention, 5 a Day, WIC, obesity prevention and other nutrition-related public health programming. ASTPHND has established a unique network of public health nutritionists that include 2,200 state-level nutrition professionals and over 10,000 nutrition personnel in local communities working to improve the health of the American population through statewide and local community efforts. The ASTPHND is deemed the only responsible source capable of providing the required services as set forth in FAR 6.302-1 because as a state health nutrition membership organization it is the only entity that has the contacts, required substantial body of information, and credibility for the government to implement this project. Award of a contract to any other source would result in a substantial duplication of cost to the Government since other organizations would need to attain the necessary skills, capabilities, and organization relationships needed for this requirement. This is not a solicitation but an announcement of the Government's intent to contract on a sole source basis. A Justification for Other than Full and Open Competition is on file.
