Description
Request for Services to Assist the Retail Food Team in CFP Follow-up, Development of Supplement to 2005 Food Code, and response to Food Safety in Food Emergency Disasters This is A NOTICE OF INTENT TO AWARD to a sole source for commercial service prepared in accordance with the format in FAR 5.207 AND FAR 12.603 as supplemented with additional information included in this notice. . This reference number is FDA-1018567, and is issued as a NOTICE TO THE PUBLIC The contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 541690 with a small business size standard of $6.5M. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The government intends to award the requirement to a small business set aside (FAR 13 and FAR 19). Sole source awrad will be made to: J. Lyonn 904 N. 11th Ave North Myrtle Beach, SC 29582 The Center for Food Safety and Applied Nutrition (CFSAN) requires expertise in food safety at the retail level coupled with an intimate understanding of Agency rules, procedures, and policies that relate to retail food establishments. Background: The Retail Food Protection Team provides expert technical support to the Agency?s Regional Food Specialists and to federal, state, and local regulatory programs. This is accomplished through several mechanisms, including the issuance of model codes and interpretative guidance, standardization exercises, and training courses. Retail Food Protection is a cooperative program that is administratively assisted, in part, by FDA?s participation in the Conference for Food Protection (CFP). In accordance with an FDA/CFP Memorandum of Understanding, biennial CFP recommendations related to the FDA Model Food Code that are made by the CFP membership of state and local regulatory jurisdictions and the retail food industry are reviewed and responded to by the Agency. Scope of Work: Independently and not as an agent of the Government, the contractor shall furnish the necessary services and otherwise do all things necessary for, or incident to, the performance of the work as described below. The work shall be divided into separate tasks: (1) Continue Technical Assistance - for Development of the FDA 2007 Food Code Supplement: Tasks will involve drafting codified language and assuring technical accuracy of revised language for revision of the 2005 Food Code into the 2007 Supplement to the 2005 Food Code. (2) Follow-up to the 2006 Conference for Food Protection meeting: Tasks involve assistance to the RFPT in the preparation of the Agency response letter and development of agency positions regarding Conference recommendations. These papers shall address the Agency?s position on the recommendations and provide pertinent talking points for the FDA representatives during Executive Board meetings or CFP Committee conference calls. It may also include the review and comment on committee reports. (3) Food Safety in food emergency disasters: Tasks include researching existing resources on food safety during/after disasters and/or food defense situations and identifying any conflicting information amongst existing federal, state and CFP documents. Once identify the conflicting information, assist the Retail Food Protection Team (RFPT) in working with the other entities to resolve the inconsistent recommendations. (4) Interpretations and Opinions: Tasks will involve assisting the RFPT in developing and effecting interpretations and opinions related to specific Food Code provisions as well as assembling and cataloguing technical reference and historical materials that support these provisions in response to requests by regulatory or retail food personnel. This may include making ready the existing interpretations and opinions scheduled for inclusion in the new searchable database. Period of Performance: Anticipated date of award (expected within 5 days after this posting expires to July 31, 2007) Qualifications: This sole source award is based on the vendor?s prior experience and participation on Retail Food Protection Team, and drafter of the 1995, 1997, 1999, 2001 and 2005 Food Codes, as well as the Supplement to the 2001 FDA Food Code for retail food and is a food safety consultant.. She has trained others in both the technical writing and the scientific justifications and concurrences needed to produce this widely accepted document. Specific knowledge and skills that are needed include experience in writing Food Code regulatory language and writing CFP position papers, as well as the ability to network within and outside of, CFSAN for collaboration on retail food topics that are cross-cutting with other CFSAN Office responsibilities She is intimately familiar with the 8 Chapters and 7 Annexes of the Food and Code and other interpretive guidance documents for retail food. She has participated in the Conference for Food Protection (CFP) since 1994 has prepared approximately 165 FDA Position Papers in advance of the CFP biennial meetings stating the Agency?s policy on retail and food service issues. She has been a liaison on behalf of the FDA to the USDA and CDC representatives to the CFP and has worked extensively with these two federal agencies to coordinate policy decisions on specific food safety issues. Therefore, she has extensive experience and knowledge of the existing Food Code and demonstrates a unique capability to perform the required services with no learning curve, Additionally, to obtain these services from another vendor with similar knowledge and experience or to train a vendor with less experience and knowledge would take significantly more effort and would be more costly on the part of the government. Evaluation Criteria will be based on the qualifications and requirements as stated above. This is a notice of intent and not a request for competitive proposals. However, interested vendors capable of furnishing the government with the service specified in this notice may identify their interest and respond to the requirements by submitting their response to the below address. All responses will be due fifteen (15) calendar days from the publication date of this synopsis. The quotation must reference the Solicitation number FDA-1018567. The government reserves the right to issue an award without further notice.
