Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are not being requested, and a written solicitation will not be issued. The resulting contract will be a firm-fixed price type contract. The Government intends to negotiate on a sole-source basis with the IN-SNEC, for a Cortex Command, Ranging and Telemetry Unit CRT XL-2, Model F261630, as it is believed that this is the only source with that can provide 100% functional compatibility and performance with the existing Cortex CRTs. This acquisition will be processed under simplified acquisition procedures (Part 13). Brand Name Justification: IN-SNEC Cortex units are THE OPERATIONAL GOES I-Q Telemetry & Command Front End Processors. The telemetry and command transmission system called the Replacement Telemetry Acquisition & Command Transmission System (RTACTS). As an integral part of this system, the Cortex unit functions as the front end processor. The Cortex is a digital signal processing (DSP) unit which can simultaneously demodulate L & S band telemetry and modulate the command data received from the RTACTS Sun E-250. It responsibilities in the GOES ground system are as follows: simultaneously demodulate the L & S telemetry received from the GOES spacecraft and format it into a usable minor frame, produce a modulated 16 KHz subcarrier which in turn is modulated onto a 74.2 MHz carrier, and incorporate the ability to range the GOES spacecraft. The design of the Cortex DSP algorithms are proprietary in nature and have been extensively tested by the National Oceanic and Atmospheric Administration ground system engineers to determine compatibility with the GOES grounds system and spacecraft. Within the RTACTS, extensive code has been developed to interact with the Cortex?s Application interface which produces full monitoring and control capability. The RTACTS system and its Cortex front end processor are currently the telemetry, command and control interface to this nation?s weather satellites. IN-SNEC?s Cortex units are currently the only front end processors that can fulfill the GOES ground system requirements without a costly redesign to the RTACTS system and possible disruption to the GOES satellites. These units have been through extensive testing within their subsystem, RTACTS & NTACTS respectively, and are operational 24/7. The operational software in the RTACTS & NTACTS was specifically designed to communicate with IN-SNEC's interface control document (ICD) and therefore units other than those procured from from IN-SNEC are almost 100% likely not to function properly. 1.0 SPECIFICATIONS: Furnish and deliver one (1) Cortex Command, Ranging and Telemetry Unit CRT XL-2, Model F261630. This model has: No. of IF inputs: 2; Max. no. of receiver: 3; Max. no. of IF Modulator: 2; and Support of Synchronized Commanding: Yes. The CORTEX XL-2 supports all functions required for AMOS 3 satellites operation. 2.0 SCHEDULE: Furnish and deliver one (1) Cortex Command, Ranging and Telemetry Unit CRT XL-2, Model F261630, FOB Destination. Total Price $__________ 3.0 DELIVERY: Four (4) months after date of award. Product shall be delivered FOB to: NOAA, NESDIS, FCDAS, ATTN: E/SO3, 1300 Eisele Road, Fairbanks, AK 99712-1725. 4.0 PROPOSAL SUBMISSION - Offers must include with their offer: (1) a brief narrative clearly and concisely describing the Unit being offered: Manufacturer?s name; brand name/model name, number, or other identifying nomenclature, (2) applicable SF-1449, Solicitation/ Contract/Order for Commercial Items form (original signature required), (3) a Schedule, and (4) acknowledgement that offeror is registered in Central Central Contractor Registration (CCR) (as required by FAR 52.204-7 - For additional information and to register in CCR, access the website: http://www.ccr.gov.), and (5) acknowledgement that offeror has completed the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov.
