Description
This publication serves as a notice of intent to procure, on a sole-source basis, with the University of Puerto Rico (UPP). The UPP is currently under contract to develop two Forecast Models for the Caribbean. A modification to the current contract is now required for the continuation of work, to add two additional models and funding, and to extend the period of performance through July 2008. The NOAA Center for Tsunami Research (NCTR) at NOAA?s Pacific Marine Environmental Laboratory (PMEL) has been developing the NOAA Short-term Inundation Forecast (SIFT), which integrates real-time tsunami measurements acquired by the NOAA network of DART (Deep-ocean Assessment and Reporting of Tsunamis) stations with state-of-the-art tsunami numerical model simulations by the NOAA tsunami generation/propagation/inundation model known as the Method of Splitting Tsunamis (MOST) model. The modeling is performed on a system of nested computational grids that telescope down from a relatively coarse basin-wide grid, through intermediate resolution regional grids and, finally, to the finest resolution inundation model grid that will lead to a forecast. The fine-resolution inundation model, called a Standby Inundation Model (SIM), is nonlinear, and is run in real-time, during an actual tsunami event. One SIM needs to be developed for each forecast site. It is essential that this work be performed by a group in the Caribbean that is experienced in tsunami modeling and has knowledge of the local tsunami risks and hazards. The UPP are the only known group in the Caribbean that can perform the work. The UPP is intimately familiar with the regional tsunami risk, and has decades of experience in the application of tsunami generation/propagation/inundation models to develop tsunami inundation maps. The UPP has worked closely with Emergency Management and NOAA/NWS professionals on the issues of hazard mitigation and, more importantly for this work, on tsunami warning issues. This experience adds tremendously to the value to this effort. Statement of Work: Prepare, and optimize, a minimum of one set of computational grids (A ? outer, B ? intermediate, and C ? inner) every three months, for a minimum of 4 sets of computational grids. Each Computational grid shall contain: Set of 3 high resolution reference grids, set of 3 low resolution optimized grids, input file containing MOST run parameters for both the reference and the optimized cases, and computer animations of the tsunami events selected for grid testing. The Technical Report shall contain: A detailed description of the grid development, testing process and time series comparison with tide gage historical data whenever available, and time series comparison of reference versus optimized grids. The Government intends to negotiate on a sole-source basis with the UPP, as we believe this is the only source with such unique expertise, qualifications and experience to perform the work. All interested concerns must submit documentation in writing demonstrating the capability, expertise, qualifications and experience to perform the necessary work to Sharon Kent, NOAA, WASC, 7600 Sand Point Way NE, Seattle WA by June 30, 2006. This notice may represent the only official notice of such solicitation.
