Description
The US Department of Agriculture, Office of Operations, Beltsville Service Center (BSC), Centralized Excess Property Operations (CEPO) is soliciting pre-solicitation technical information from prospective contractors interested in providing on-line surplus personal property sales. A draft SOW is provided. Please review the draft SOW and provide comments, remarks and interest in providing/implementing these services. Questions must be submitted in writing as well. The Beltsville Service Center encompasses three Cost Center Activities namely, the Consolidated Forms and Publications Distribution Center (CFPDC), Centralized Excess Property Operation (CEPO) and the Central Supply Stores (CSS). 2.0 Background The request for information solely pertains to the Centralized Excess Property Operation. Centralized Excess Property Operation (CEPO) The Centralized Excess Property Operations staff provides excess personal property and rehabilitated furniture to support the requirements of the Office of the Secretary and the agencies of the USDA in the Washington Metropolitan Area. CEPO also services 13 Non-USDA Agencies in the Washington Metropolitan Area under mutual agreements. Additionally, CEPO operates five programs: Excess Personal Property Disposal, Furniture Rehabilitation, Personal Property Screening, Computers for Learning, and Warehousing. CEPO stocks over 200 types of office furniture (including desk, tables, chairs, sofas, cabinets, etc.) and over 500 types of office equipment; provides agencies with useable as-is or rehabilitated property; and provide delivery and pickup services to Customer Agencies. CEPO processes approximately 125 request and 500 line items per month. CEPO programs are currently operating manually with the exception of an internal LAN system with communications between Washington, DC and Landover, MD. Approximately 50% of the billing system is automated. The CEPO staff is responsible for inventory control, accountability, shipping, receiving, and accounts payable. 3.0 Purpose/Requirements The Beltsville Service Center (BSC) request information from commercial vendors that currently performs competitive on-line public Personal Property Sales via the Internet/Intranet and/or can identify and recommend a state-of-the-art On-line Personal Property Sales Program for the BSC. The request should include the following: (a) Property evaluation to determine salability; (b) Personal Property Sales Management to include accountability; (c) Staging, Cataloging, Marketing, Inspection, Selling and releasing of all surplus personal property offered for sale; (d) Collections of Sales Proceeds; (e) contract Dispute Resolution Management; (f) Sales Reconciliation; (g) Sales Proceeds Distribution; and (h) Recycling of scrap processes. 4.0 DELIVERABLES The Contractor will provide the following deliverables: ? Introduction and Web-Site Address ? Demonstration of Program/Application ? Written Proposals and/or Recommendations ? Time and Cost Estimates ? Expected Benefits Each of the deliverables is described in a separate paragraph below: ?q Introduction and Web-Site Address This section is simply an introduction to the report. It contains a brief description of the system being proposed along with any web-site address information for follow-up and viewing. ?q Demonstration of Program/Application This section should contain any media data information (CD-ROM, Diskettes, etc.) that can be shared with the BSC without violating any copyright infringement. ?q Written Proposals and Recommendations This section should capture all recommendations and proposals of how the vendor plans to achieve the required work. It should also capture and address the items listed above in section 3.0 Purpose/Requirements. ?q Time and Cost Estimates This section contains the cost of each recommendation. Include an estimate of time and costs associated with developing and/or installing this application to include any system requirements, manpower, and other materials to support said application. ?q Expected Benefits This section contains the anticipated benefits of implementing the various recommendations so BSC is aware of the results they can expect from each of the expenditures. 5.0 PACKAGING AND SHIPPING INSTRUCTIONS Responses shall be provided to the COTR both in hard copy and/or electronic format. Hard copy for the reports shall include one (1) original document and two (2) copies. The electronic version shall be presented on a 3.5" diskette or CD-ROM in Word 6.0 or later version format unless other arrangements are agreed to by the Contractor and the CO. 6.0 EVALUATION CRITERIA Technical Evaluation Criteria Offerors proposals will be evaluated technically on the basis of the following criteria: 1. Experience in property and warehouse management. 2. Management experience in working with warehouse/distribution facilities reviews. 3. Experience in automated systems related to warehouse management. 4. Details of how offeror will approach conducting the study. 5. Knowledge in the areas of organizational culture change in a warehouse environment, business consultation, logistics and change management. 6. Offerors experience disposing of excess/surplus government personal property. 7. Offerors experience recycling surplus government personal property. 7.0 USDA REPRESENTATIVES The Contracting Officer's technical representative (COTR) for this project will be: Joseph A.
