Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.. The solicitation number for this acquisition is Request for Quotations R1-17-06-028. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular XXX. This acquisition is not set-aside and the associated NAICS code is 333120. This solicitation includes one line item, for a motor grader meeting the following minimum requirements: -Grader size to be approximately 35,000 lbs. (such as Cat 140H, Deere 770D) with minimum 200 HP turbocharged triple variable diesel engine and powershift transmission. -Environmentally friendly oil and fuel drains. -Hydraulic differential lock -14 R XGLA2 Michelin tires on single piece rims -Low profile deluxe air conditioned cab with high output heater -Dual 12 volt power ports, 24 to 12 volt converter for 2-way radio, and AM/FM/WB radio -Exterior heated mirrors -HD Batteries (min. 1,300 CCA) and 100 amp alternator -Vandal protection. Slow moving vehicle sign -Deluxe cloth air suspension seat -Wiper/washer front (intermittent), rear wiper/washer, and lower windshield wiper/washer -Opening lower front windows -Cab mounted lights with LED colored lights. Work lights also -Cab mounted warning beacon -Circle drive slip clutch with wear inserts -Supplemental steering -Rear mounted ripper/scarifier with 3 ripper shanks (w/teeth) and 9 scarifier shanks (w/teeth) -HD transmission bottom guard -Auxiliary hydraulic to front for bull blade -Engineer coolant heater, either starting aid, and Hydraulic pump unloader for cold weather starting -Fluid sampling ports for engine oil, coolant, hydraulic oil, axle and transmission fluids -Front and rear defroster fans -14 ft. moldboard (7/8 inch) with 6 inch by 5/8 cutting edge and end bits -Blade lift accumulators -Front bull blade to be straight 8 ft. wide with up and down hydraulic functions and be a complete unit including installation -Pnumatic roller packer: to be 8 ft. wide overall (72? packer width) and a complete unit including installation on the ripper/scarifier. Unit to be similar to ?Walk N? Roll? rollder/packer Delivery shall be made not later than July 25,2006, fob destination. The provision at 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition. There are no addenda to the provision. Clause 52.212-2, Evaluation ? Commercial Items, applies to this acquisition. Award will be made on the basis of best value to the government. Evaluation criteria for this acquisition are: 1. The proposed equipment must meet the above minimum requirements; 2. Availability and proximity to the delivery point of parts and service; and 3. price. Criterion 1 is significantly more than criterion 2. Criterion 3, price, is significantly more important than criteria 1 and 2 combined. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-- Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. There are no addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition Quotations are due not later than June 29, 2006 at 3:00 PM PDT.
