Description
Notice is hereby provided that the refreshed Standing Solicitation for Multiple Award Schedule 874 Mission Oriented Business Integrated Services (MOBIS) will be posted on the Federal Business Opportunities (FedBizOpps) website on the Internet at http://www.FedBizOpps.gov on June 19, 2006. This new solicitation number TFTP-MC-000874-B (Refresh #11) will replace solicitation number TFTP-MC-000874-B (Refresh #10), (issued on October 4, 2005) and includes updated clauses and provisions. If offerors have not expended significant effort under the previous versions it is requested that they propose under the refreshed solicitation. Submissions under the previous solicitation will be accepted until July 19, 2006. After July 19, 2006, no submissions made under Refresh #10 will be accepted. Background Information: The major elements of MOBIS are to provide professional services to support agencies in the development, improvement, or implementation of mission-oriented business services. The Schedule Item Numbers (SINs) of services covered by this solicitation are as follows: SIN 874-1 Consulting Services, SIN 874-2 Facilitation Services, SIN 874-3 Survey Services, SIN 874-4 Training Services, SIN 874-5 Support Products, 874-6 Competitive Sourcing Support, 874-7 Program Integration and Project Management Services, and SIN 874-99 Introduction of New Service. This solicitation does not have a closing date. This Worldwide Federal Supply Schedule does not have a prescribed beginning and ending date. The schedule period will be continuous, and will be for Indefinite Delivery/Indefinite Quantity contracts, allowing for labor hour and firm-fixed prices task orders. Contracts awarded will have variable contract periods. Contract periods will commence on the date of award (DOA) and expire in five years from the DOA, (unless extended based on the three 5-year options, to extend the term of the contract, Clause I-FSS-163 Option to Extend the Term of the Contract (EVERGREEN) is included in the solicitation.) GSA is only issuing this solicitation/request for proposal through the FedBizOpps Internet site. GSA will not provide paper copies of this solicitation. Interested parties may access the solicitation at Internet address http://www.FedBizOpps.gov. This site contains information describing the Federal Business Opportunities and how to register to receive automatic notices of acquisitions. Prices will be requested FOB destination. All responsible sources may submit an offer which shall be considered by this agency. For additional information regarding current contract awards, prospective offerors are invited to review the GSA Schedules E-Library website at http://www.gsaelibrary.gsa.gov. Go directly to Federal Supply Schedule 874. Prospective offerors can also obtain information about the MOBIS Schedule by visiting http://www.gsa.gov/mobis. Prospective offerors can access self-paced online training on "How to Become a Contractor?GSA Schedules Program." The course describes various features of the GSA Schedules Program; how to submit an offer; the evaluation and contract award process; how to successfully market supplies and services; and provides sources of information related to Schedule contract administration. The General Services Administration (GSA) participates in the Business Partner Network?s Central Contractor Registration (CCR) system maintained by the Department of Defense. The CCR is the contractor information repository for conducting business with the Federal Government. By using CCR, GSA will be able to ensure and maintain a single source of vendor information for award and payment actions. Offerors must register with the CCR prior to submission of the offer. The website for the CCR is www.ccr.gov. Offerors must also register and complete the Online Representations and Certifications Application (ORCA) prior to submitting an offer. The website for ORCA is http://orca.bpn.gov. Offerors are responsible for submitting the past performance evaluation form to Open Ratings, Inc., prior to submission of an offer. Payment of $125.00 will be required to Open Ratings, Inc. According to Open Ratings, Inc., it can take 20 to 35 days to process past performance evaluation requests. Offers may be submitted either in writing or electronically. When submitting the offer solely in writing, offerors must submit the offer to the address shown in Block 9 of the SF 1449. GSA?s electronic offers (eOffer) system is available at http://eoffer.gsa.gov. When electing to submit the offer electronically, offerors must comply with all solicitation requirements and follow the directions provided on the eOffer website.
