Description
NAICS Code: 333618 The U.S. Environmental Protection Agency (EPA), under the Simplified Acquisition Procedures (SAP), of the Federal Acquisition Regulations (FAR) Part 13, on a firm-fixed price basis, intends to procure two (2) Tier 2 Marine Diesel Engines to replace the existing main propulsion diesel engines on board the R/V Lake Guardian. Each of the existing engines develops 1200 hp. The replacement engine(s) shall be Tier 2, four cycle, single acting, direct connected, high speed marine diesel engine(s), each fitted with turbocharger(s) and air cooler(s). New reduction gears shall be provided as part of the engine package. The full and detailed description and specifications of the items being sought in this solicitation cannot be attached to this announcement and therefore must be requested separately by the prospective offeror. Requests for a specifications package must be made by electronic mail to Adelino Gorospe at gorospe.adelino@epa.gov. A site visit may also be arranged for prospective offerors. Requests for a site visit must be made by electronic mail to George Ison at ison.george@epa.gov . Please allow sufficient time for scheduling. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions of FAR 52.212-1 Instructions to Offerors - Commercial Items, FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, and FAR 52.212-4 Contract Terms and Conditions - Commercial Items, apply to this acquisition. Any firm that believes it is capable of meeting EPA's requirement stated herein may submit a quote, which if received by the response date of this announcement will be considered. Responses to this solicitation must be in writing and must include a cost breakdown of the total price, as appropriate, and must include credits, if any for the removed engines. Evaluation of offers will be conducted in accordance with FAR 13.106-2. All evaluation factors other than cost or price, when combined shall be more important than cost or price.
