- The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 74 currently operates three fixed location radar cross-section (RCS) measurement systems in which the Orbit AL-4015-SYS Antenna Positioner Systems are integrated subcomponents. NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to ORBIT COMMUNICATIONS SYSTEMS INCORPORATED (OCSI) for the purchase of an additional Orbit AL-4015-SYS to be used for maintenance and repair of existing units. OCSI is the original equipment manufacturer (OEM) and distributor. The Orbit AL-4015-SYS Antenna Positioner Systems are integrated subcomponents to these RCS measurement systems, which were designed with mechanical and electrical interfaces specific to the Orbit AL-4015-SYS and use of other than exact replacement units would require costly redesign of the RCS measurement systems, and would additionally create incompatibility problems between the three RCS systems in service. Award to any other source would result in a substantial duplication of cost and efforts to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 7/04/2006.
