Description

Provide a tow haulage system for Montgomery Point Lock and Dam. The complete tow haulage package shall consist of a chamber system and (2) auxiliary systems. The chamber system shall consist of a chamber winch, take up tower, pulley sheaves, wire r ope, tow bitt, railing, electrical power and controls, and all necessary mounting and fastening components as indicated in the plans and specifications. The chamber system shall be controlled locally and remotely from the upstream, central, and downstream control consoles. Each auxiliary system shall consist of an auxiliary air tugger winch, a fairleader, pulley sheaves, wire rope, and all necessary mounting and fastening components as indicated in the plans and specifications. One auxiliary winch shall be located upstream, and the other shall be located downstream. The auxiliary systems shall assist in hauling the barges out of the lock chamber should the chamber system fail to move them the necessary distance. The auxiliary system shall be controlled locally. This will be a firm-fixed price contract. Solicitation will be posted on the web at https://www.fedteds.gov/. The solicitation will not be available in paper format; however, the Government reserves the right to revert to paper when determined to be in the Governments best interest. All documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for submittal of bid WILL NOT be allowed. Solicitation issue date will be on or about 12 July 2006. The date and time for receipt of bids will be on or about 14 August 2006, 02:00 p.m. local time. The following NAISC code 238290 will apply with a size standard of $13,000,000.00.
