- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4814-06-P-0163 and is a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-13. This procurement is set-aside 100% for small business and falls under North American Industry Classification System (NAICS) classification 333513 (size standard 500 employees). AUTHORITY: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1), as cited in FAR 6.302-1, ?Only one responsible source and no other supplies or services will satisfy Agency requirements.? 5. DEMONSTRATION THAT THE CONTRACTOR?S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF ONLY ONE BRAND NAME RESPONSIBLE SOURCE AUTHORITY: We have researched and inquired in the last 2 years for an Aircraft Tubing, bending and flaring kit that will meet the required needs to local manufacture Aircraft tubing to meet real world mission requirements. We have asked for quotes for Parker Hannifin manufactured tubing kits from other companies and they were unable to get access to the product. Only Parker Hannifin authorized suppliers are able to obtain the product. The Parker Hannifin tubing kit is the only one we have found to meet our needs and requirements to manufacture tubing for the KC-135R aircraft. It is mission essential that we acquire this product to continue to maintain our ageing aircraft to meet the needs of the US Air Force. 6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE. The selection of this product is derived from first hand knowledge from personnel with up to 19 years of service working aircraft tubing assemblies. This is the only product we have found to meet our needs to support the global war on terrorism and other missions throughout the world. We have asked other vendors for quotes on this product and they were unable to obtain or quote the product we require. 7. A LISTING OF SOURCES, IF ANY, THAT EXPRESS, IN WRITING, AN INTEREST IN THE ACQUISITION. None 8. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED. The 6th Aircraft Structural Maintenance section is committed to search out safer, effective and efficient products to produce tubing assemblies that meet current technical data at MacDill AFB. If and when a product is released that has more desirable characteristics we will investigate its properties for future use. The Aircraft Structural Maintenance section always keeps in mind that competition between venders and manufacturers is healthy form the economy and the government.
