Description
This is a combined synopsis/solicitation for Commercial Items, prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a written solicitation will not be issued. This solicitation, HSCG81-06-Q-JC563, is issued as a Request For Quotation (RFQ). Price quotes are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. Federal Acquisition Regulation (FAR) clauses and provisions are available via Internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) is 611699 and Small Business Size Standard is $6.0M. Offers are solicited only from small business concerns. Offers received from concerns that are not small business shall be considered non-responsive and will be rejected. DESCRIPTION: Conduct an on-site, self-defense and situational control training. Training shall include classroom-type lecture, physical demonstrations, and trainee-participate drills/exercises, that include: 1. Weapons protection; 2. Close quarters man-to-man control; 3. Various control techniques designed with failure/safety gap; 4. Defense against personnel armed with hand weapons, knife, club, etc; 5. Team approach to situational perpetrator control; 6. Control techniques designed specifically with Maritime Security Response Team boarding team equipment kit constraints. The equipment kit weighs 70 to 80 pounds; 7. Techniques designed for success even the officer is over-matched by size, etc; 8. Body positioning drills; 9. Takedowns; 10. Controlled holds; 11. Handcuff/Flex cuffs positioning and application; 12. Team arrest tactics; 13. Breakup two or more combatives; 14. Hand-to-hand disruption techniques; 15. Knife awareness and defense; 16. Ground defense and escapes; 17. Multiple attacks and multiple attackers; 18. Baton disruption techniques/subject control; and 19. Weapon retention and weapon disarm. TRAINING PERIODS AND DURATION: 1. August 28, 2006 through September 1, 2006, and 2. September 4, 2006 through September 8, 2006. Each training period shall be no less than 40 hours and number of students per day is 25. DELIVERABLES: Training shall include cd-based training manuals, supplies and equipment. Quotes shall include: price breakdown ? travel and lodging costs, instructors fee (daily, hourly, or per-student), training supplies, and other relative cost; instructors qualifications and past performance references; and training curriculum and schedule. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price, technical performance, quality, and other factors considered. All offers will be evaluated in accordance with the Simplified Acquisition Procedures, FAR Subpart 13.106. The provisions of FAR Clauses 52.212-1 Instruction to Offerors-Commercial Items (JAN 2004); 52.212-4; Contract Terms and Conditions-Commercial Items (OCT 2003); and 52.219-6 Notice of Total Small Business are incorporated in this solicitation. The provisions of FAR Clause 52.212-3 Offeror Representations and Certifications ? Commercial Items (May 2004) shall be completed electronically via the Business Partner Network (BPN) web site at http://orca.bpn.gov. An offeror shall include in its proposal a statement indicating the online representations and certifications are incorporated in its offer, are current, accurate, and complete as of the date of its proposal.
