- NOTE :THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This notice is to inform you that the Department of Defense Education Activity (DoDEA) intends to award a sole-source contract, under the authority of FAR 6.302-1 and using FAR Part 12 commercial procedures, to McGraw-Hill Companies Inc. to provide the necessary personnel, materials, facilities, and other services required to distribute, collect, score, analyze, equate, and report results of TerraNova Multiple Assessments that will be administered by teachers to approximately 60,000 pupils enrolled in the Department of Defense Education Activity schools in grades 3 through 11. See the statement of work for a complete description of the requirement. No telephone inquiries will be accepted. Organizations that feel they meet this requirement may submit their capabilities and qualifications statement that clearly supports and demonstrates their ability to perform this requirement. All submissions must be sent to the identified point of contact in this notice and received no later that 12:00 noon Eastern Time on 30 June, 2006. The capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination by the Government not to compete this proposed effort under full and open competition rests solely within the discretion of the Government.
