This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command (NAVSEA). NAVSEA has entered into a Basic Ordering Agreement (BOA) with Lockheed Martin (LM) Maritime Systems & Sensors Tactical Systems, P.O. Box 64525, St. Paul, MN for a maximum ceiling amount of $60,000,000.00. The effective contract date is 30 June 2005 and covers a three-year period. This BOA supports the following efforts in support of AN/UYQ-70 surface and subsurface display systems equipment produced under Q70 legacy contracts with LM: Spare parts, repair parts, upgrade and field change kits, refurbishment, maintenance support and test/maintenance computer programs and related documentation for maintenance support; design, development, and engineering for maintenance support; reliability engineering, failure analysis and redesign; commercial component obsolesence management (including vendor monitoring, replacement component qualification, testing and ILS product updates); and on-call engineering services for repair and refurbishment. Additionally data in accordance with Contract Data Requirements List will be required. All support will be in accordance with a Statement of Work. The delivery orders issued against this BOA will be primarily for the support of kits to upgrade, modify, reconfigure, enhance, optimize and obtain obsolete materials for existing AN/UYQ-70 systems produced by LM under previous contracts. Spare and repair parts, maintenance, design, qualification, testing and engineering may also be subsequently provided in conjunction with these efforts, as specified in the orders. Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This synopsis is for the class of orders that may be issued by NAVSEA under the BOA for a one-year period. Individual delivery orders issued by NAVSEA will specify required tasks and all applicable delivery terms and conditions in order to meet program milestones. LM is the only known source that possesses the requisite knowledge and expertise of the equipment required to satisfactorily meet the requirements. This synopsis is issued for informational purposes only and is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
