- SOLICITATION N40085-06-R-1131, ANNUAL REGIONAL REFUSE COLLECTION, VARIOUS LOCATIONS, NORFOLK, VIRGINIA The Officer in Charge requires all labor, supervision, tools, materials, equipment, transportation, and management necessary to provide refuse collection services at various locations in Southeastern Virginia, including but not limited to: Naval Weapons Station Yorktown, Yorktown; Norfolk Naval Shipyard and Annexes, Portsmouth; Naval Base Norfolk, and Marine Corps Camps Allen and Elmore, Naval Amphibious Base Little Creek, Norfolk, Naval Air Station Oceana and Naval Air Station Oceana Annex, Dam Neck, Virginia Beach; and other locations as designated in the specifications. The work shall be accomplished by means of a combination Firm Fixed Price and Indefinite Quantity type contract. Offers shall be submitted to perform work for a period of one (1) year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months, with a total duration not to exceed 60 months. Evaluation of proposals will include base year and all option years using Source Selection Procedures. The North American Industrial Code System (NAICS) code is 562111 with a size standard of $10,500,000.00. This solicitation is UNRESTRICTED. All responsible sources may submit an offer which will be considered. The Request for Proposals (RFP) will be posted on the NAVFAC Electronic Solicitation (E-SOL) web site on or about 5 July 2006. The estimated date for receipt of offers is August 4, 2006. Written questions can be emailed to deborah.abell@navy.mil. All responsible sources may submit an offer which will be considered. This solicitation will be available in electronic format only. Contractors are encouraged to register on the E-SOL web site prior to downloading the solicitation to ensure notification of any/all changes/additional information related to the solicitation. All documents will be in the Adobe Acrobat PDF file format. The free Acrobat Reader required to view the PDF files can be downloaded from the Adobe website. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of an offeror will make an offeror ineligible for award. Third Party ordering of Indefinite Delivery/Indefinite Quantity (IDIQ) Work using DoD EMALL and Government Purchase Cards (GPCs) will be utilized.
