Description
The Bureau of Reclamation is conducting a sources sought to identify qualified industry sources to design and build boat barrier/guards at numerous Bureau of Reclamation dams and other facilities within an estimated 11 - 17 western states. Reclamation has not finalized requirements. However, principal components or considerations include: (1) Any boat barrier shall deny boat and other watercraft access to the "Security Zone" and shall provide illuminated "and visual" warning to the general public not to enter the security zone; (2) All fabricated/built barriers shall comply with all applicable building codes, manufacturing specifications, testing standards, environmental, security and safety regulations for the geographical location of the barrier. The Government considers any general industry information vital to the success of any procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. Interested concerns should submit a non-returnable, general capabilities package no later than 20 calendar days after issuance of this sources sought announcement. Submission packages shall include the following information: (1) Business name, address, CAGE code, size classification based on NAICS size standard, socioeconomic classification (e.g., HUBZone), and a point of contact; (2) Evidence of specific qualifications and experience (as a prime contractor) in performing work similar in type and scope; (3) Evidence of adequate personnel and equipment resources to potentially execute multiple site requirements; (4) Evidence of required registration in both the CCR and ORCA. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Information on Annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov. All submissions are non-returnable. The Government will not pay for any submissions. A). NOTE SPECIAL AWARD CONSIDERATIONS: 1. Special Standards of Responsibility: Prospective contractors interested in this potential requirement shall be required to comply with certification requirements contained in Reclamation Manual Directives and Standards, dated February 23, 2006 prior to award. The standards can be found at: http://www.usbr.gov/recman/sle/SLE03-01AppendixA.pdf. 2. Performance and Payment Bonds. 100% All qualified business concerns are requested to respond irrespective of business size status. The applicable North American Industry Classification System (NAICS) code is 332990 or 237990 and the related small business size standard $28.5 Million.
