Description
The U.S. Army Tank-automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, NJ requires the manufacture and delivery of a Brand Name or Equal YRL-3000, 3000W Ytterbium Fiber Laser System. The minimium salient characteristics for the Laser are as follows. ??The Laser must be able to be intregrated with an Optomec, Inc. Model 850-R LASER ENGINERING NET SHAPING system. Intregration by means of software and hardware such that the existing controls from the Optomec unit can seamlessly control the Laser. ??Bidrectional Communication beteween Optomec control panel and the laser are imperative. ??The Ytierbium Fiber Laser shall have an output fiber diameter between 50 to 100 microns. ??The Unit must have a dynamic range of use from 300W thru and including 3kW. ??Power variablility is required during the welding process. ??Laser Shall Pose an Emission wavelength between 1070mm and 1080mm. ??The fiber delivery cable of the laser must be 200 microns and capable of up to 20 meters delivery. ??The Laser shall have a beam of product between 2.5mm mrad and 4.5mm mrad. This represents a first time buy for this item in support of Agency requirements; as such, no history is available. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The solicitation number is W15QKN-06-T-0578. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and Class Deviation 2005-o00001. The provision at 52.212.2, Evaluation ?? Commercial Items, will be used to evaluate offerors for awarding a Purchase Order. The Government intends to award from this solicitation to the lowest price responsible offeror proposing the brand name or equal indicated above and meeting all characteristics. The following factors shall be used to evaluate offers: (1) Technical requirements (2) and Price. Where factor 1 is more important than Factor 2. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications??Commercial Items, with its offer. Technical requirements will be evaluated on, a met all technical requiremnts or not met all technical requirements basis. The clause at 52.212-4, Contract Terms and Conditions??Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders??Commercial Items, applies to this acquisition.
