Description
This Pre-Solicitation notice references Solicitation #W15QKN-05-R-0609, as a notification to increase the quantity specified in the original pre- solicitation notice posted on June 1, 2005 from 127K - 190K rounds with options to 850K ??? 900K rounds with options. All other terms and conditions of the original Pre-Solicitation notice posted on June 1, 2005 remain in full force and effect. The U.S. Army, Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, NJ is seeking sources for the manufacture and delivery of 12 Gauge Shotgun Breaching Cartridges, consistent with the M1030 12 Gauge Shotgun Breaching Cartridge that satisfy Performance Specifications PRF 12990872. This, cartridge provides friendly forces the necessary capability to gain access into sealed buildings during urban operations by opening doors through the destruction of the door lock mechanisms or hinges. The 12 Gauge Breaching cartridges will be used in the Army standard 2.75 and 3.0 inch chambered 12 Gauge Shotgun Systems (Mossberg Model 500 & 590, Winchester 1200 and the Light Weight Shotgun System). The basic contract is planned for award in FY06 for a quantity in the range of 850K to 900K rounds with options. The M1030 Cartridges will be procured to the performance specification referenced above. This performance specification may be obtained electronically by sending a request by electronic mail to Joe Lewis, Contract Specialist at joelewis@pica.army.mil or by calling 973-724-4816 and providing an electronic mail address for where to send the performance specification. New designs will be considered, however, they must meet the criteria for design verification in accordance with the performance specification to be eligible for contract award. All responsible interested sources are encouraged to submit their capabilities/verification data in regards to the above no later than 15 days of this notice to Commander, U.S. Army TACOM-ARDEC, ATTN: AMSTA-AQ-APF, Donna Apgar, Bldg. 9, Picatinny, NJ 07806-5000. Please include company name, address, telephone number, technical point of contact, and brochures/literature. Firms interested in this acquisition should adequately describe their experience in small caliber production and testing, systems contracting, demonstrated high rate production, annual production capacity, and available test data to support design verification as defined in the referenced Performance Specification in order to be considered for award. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred. See note 22.
