Description
The Directorate of Contracting (DOC), Fort Campbell, plans to enter into a Sole Source procurement with The Land Trust for Tennessee, a state government agency. This requirement is a new army programs to limit encroachment at Army Installation, Army Compatible Use Buffer (ACUB) Program for conservation easements from willing sellers. Statutory authority is 10 U.S.C. 2684 (a). Period of Performance is 1 July 2006  30 September 2006. The acquired real estate interests that are intended to prevent o r limit encroachment on military training areas, provide long-term sustainability at installations, and preserve surrounding (off-post) natural areas such as endangered species habitat, scenic areas and agricultural lands.) (In order for an entity to act in the Armys ACUB program it has to meet the following criteria: 1. Meet the statutory definition for an eligible entity IAW 10U.S.C. 2304(c)(1). 2. Be approved by Research, Engineering, and Development Command (REDCOM), and has performance history in a similar program.) The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS Code for this procurement is 813312. Small business size standard is $6 million. This sole source procurement is under the Simplified Acquisition Procedures, and Other Than Full and Open Competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OF FERS and a solicitation will not be issued, however; any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. See numbered Note 22. If no responses are received, the Government will proceed with the negotiation of a sole source contract with The Land Trust for Tennessee (LTTN), 209 Tenth Ave South Suite 530, Na shville TN 37203. Responses are due by 26 June 2006, 3:00 PM (CST).
