Description
The Army Contracting Agency (ACA)/ITEC4 intends to issue a DRAFT Request for Proposal (RFP), Number W91QUZ-06-R-0050, approximately July 5, 2006. Upon issuance of the DRAFT RFP, vendors will have thirty (30) days to provide questions, comments and/o r recommended changes. The issue date of the FINAL RFP is to be determined. This acquisition will be based on full and open competition and shall be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. A single Indefinite Delivery, Indefinite Quantity (ID/IQ) type Contract will be awarded to the offeror that is determined to be the Best Value to the Government. Task Orders will be Firm Fixed Price (FFP), Time and Materials (T&M), Labor-Hour (LH) or a combination thereof. This is a new requirement. This acquisition is subject to the availability of funds for FY 2007. The period of performance will include Base period of 12 months and four Option periods of 12 months each, for a total of sixty (60) months, subject to the G overnments Option to Extend the Term of the Contract. This acquisition will provide the Army Installation Management Agency (IMA) with Enterprise Performance Management (EPM) support services including the design, development, management and enhancement of long-term EPM capabilities and systems, which consist s of all processes, methodologies, metrics and technologies that enterprises use to measure, monitor and manage business performance. IMA oversees all facets of installation management, such as food service, environmental programs, morale, welfare, and recreation, logistics, public works, and installation funding, and is responsible for the operations of 119 Army installations worldwide. Organized with seven regional offices, IMA manages a budget of approximately $8 billion of Base Operations Support (BOS), Sustainment, Restoration, and Modernization (SRM), Army Family Housing (AFH), plus non-appropriated funds, and oversees approximatel y 78,000 military and civilian personnel around the world. IMA seeks to optimize its EPM processes, methodologies, measures, and technologies through a partnership with industry and requires a leading provider who can bring EPM thought-leadership and implementation expertise and experience to bear. IMA has an imm ediate three-phase requirement of an (1) electronic scorecard, (2) detailed EPM strategy, and (3) implementation plan. First, an electronic Scorecard which presents a set of standard indicators (i.e., financial and non-financial installation performance m easures) required to monitor and report IMAs progress against strategic and operational goals. Second, a detailed EPM strategy that utilizes best practices and industry experience to articulate IMAs optimal target-state EPM capabilities. Third, based u pon a current state assessment and the approved target state design IMA seeks an implementation plan (a roadmap) to achieve the target state.
