- The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, is contemplating the award of a Near Space Communication System (Previously known as the Near Space Operational System). Responses to Requests for Clarifications regarding the Near Space Communication System, RFP FA8818-06-R-0028, are being provided. Questions pertaining to this announcement shall be directed to Ms. Michele Cleckner, SMC Det 12/PKN at (505) 853-5376, e-mail michele.cleckner@kirtland.af.mil. An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. This effort is a small business set-aside, and was previously synopsized as the Near Space Operational System, FA8818-06-R-0001.
