Description
Electronic Systems Center (ESC) is seeking qualified sources for the acquisition of a Non-Developmental Item (NDI) Theater Deployable Communications (TDC) Initial Communications Element (ICE) v3.0 Package. Detailed requirements and reference material for this system can be found at http://herbb.hanscom.af.mil. Although the acquisition approach has not been finalized, the Government does not intend to hold a full and open competition or award a sole source contract for this effort. Instead, the Government is planning to use the Air Force Network Centric Solutions (NETCENTS) contract to procure the TDC ICE v3.0 package. Information on NETCENTS can be found at https://ossg.gunter.af.mil/aq/NetCents/homepage.aspx. This Sources Sought Synopsis is issued to assist the Government in determining industry's interest in satisfying the requirements of the TDC ICE v3.0 project. The Government would like to set up one-on-one meetings with interested and qualified vendors to discuss the acquisition strategy. This meeting will be technically focused and should include subject matter experts. Interested firms must provide an electronic copy of a qualification package detailing your specific capabilities to Kelli Reinhardt at Kelli.Reinhardt@hanscom.af.mil. Please limit your qualification package to a maximum of 5 pages. Your response must provide specific information on why you are qualified to integrate and test the TDC ICE v3.0 package for the Government. This should include relevant experience with other tactical communications integration efforts. Your response must also include feedback on the proposed strategy to include risks along with an overview schedule. Questions and comments should be submitted electronically, independent of the submitted package, to Kelli.Reinhardt@hanscom.af.mil. All answers to submitted questions will be posted on HERBB. Questions and answers of a proprietary nature will be handled on a case by case basis. Responses are requested no later than 1:00 pm EST on 11 July 2006. Responses must include the company name, address, size of business (i.e., large business, small business, small disadvantaged business, 8(a) concern, veteran-owned small business, service-connected veteran-owned small business, women-owned business, or HUBZone small business), whether U.S. or foreign owned entity, and a company point of contact. Please limit your qualification package to a maximum of 5 pages. This notice does not constitute a Request for Proposal; it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
