Description
Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR DEVELOPMENT OF AN OPTIMAL PLACEMENT-GRADE THERMOPLASTIC COMPOSITE MATERIAL FOR FIBER AND TAPE PLACEMENT AND FILAMENT WINDING. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH ACCUDYNE SYSTEMS, INC. Edwards Air Force Base, CA intends to award a Sole Source purchase order to Acccudyne Systems, Inc., 134 Sandy Drive, Newark, DE 19713. The Sole Source purchase will be for the following: ** DEVELOPMENT OF AN OPTIMAL PLACEMENT-GRADE THERMOPLASTIC COMPOSITE MATERIAL FOR FIBER AND TAPE PLACEMENT AND FILAMENT, DELIVERED TO AIR FORCE RESEARCH LAB, EDWARDS AFB, CA **1. Description of Services: The requirement is for a one-time service contract that will provide non-personal services for all labor, tools, materials, and facilities to fabricate thermoplastic composites using placement tow or tape technology. AFRL/PRSM and the contractor will work together to define material and fabrication process requirements, including candidate resins and fillers. Additionally, AFRL/PRSM and the contractor will hold regular teleconferences to track the progress of the program. The contractor will fabricate a demonstration thermoplastic tow or tape. The contractor will work with AFRL/PRSM to determine appropriate characterization tests and perform the agreed upon evaluation. The demonstration article(s), if not used for destructive evaluation, will be provided to AFRL/PRSM. In addition, a final report will also be provided at the conclusion of the program effort. The work will consist of the following: INSTALLMENT 1: Meet with AFRL (online or in person) to finalize/define material and fabrication process requirements, including candidate resins and fillers. Estimated delivery is Two (2) weeks after contract award. INSTALLMENT 2: Submit report, give presentation (online or in person) to AFRL on research activities including the status of the demonstration articles, and determine the appropriate characterization tests. Estimated delivery is Twelve (12) weeks after contract award. INSTALLMENT 3: Submit report, and give presentation (online or in person) to AFRL on research activities including the status of the testing of demonstration articles. Estimated delivery is Eighteen (18) weeks after contract award. INSTALLMENT 4: Submit final report detailing all research activities conducted on the program, including the delivery of samples of demonstration articles. Estimated delivery is Twenty-four (24) weeks after contract award. *The authenticated sample will be sent to AFRL/PRSM for In-House Research and Development. **Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to develop an optimal placement-grade thermoplastic composite material for fiber and tape placement and filament as detailed above. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 02 July 06, a Sole Source purchase order will be pursued with Accudyne Systems, Inc., 134 Sandy Drive, Newark, DE 19713.
