Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation being requested and written solicitations will not be issued. The solicitation number is FA3030-06-T-0037, issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 & 27. Responses/offers are due by 30 June 2006. Please visit www.eps.gov and register to automatically receive procurement notification from EPS. The system will inform you, via email, when there has been activity on EPS concerning this solicitation. The acquisition is set-aside for Service-Disabled Veteran-Owned Small-Business (SDVOSB) only with a NAICS Code: 423850 and Size Standard: 500. IAW FAR 19.1405. All proposals shall be made FOB DESTINATION. Destination is Goodfellow AFB, TX 76908. Delivery is required 30 Days after the receipt of the contract by the contractor. Award will be based on best value determination of offeror?s product specifications, price and ability to meet required delivery and invoicing requirements. Contractor shall provide: CLIN 0001 ? Trainer, Propane tank and Class A fire trainers; Class A trainer will be made from weathered steel 3/32 material or heavier gauge. Propane tank trainer will consist of a 500 gallon USWG tank made from carbon steel. See Statement of Work for details. Kidde Fire Trainer PN 0-100TFT Brand Name or Equal. Kidde Fire Trainer PN 0-100DFT or Name Brand or Equal. STATEMENT OF WORK ? PROPANE TANK & CLASS A DUMPSTER REPLACEMENT This Statement of Work (SOW) describes the necessary replacement of the Propane Tank Fire Training Facility (PTFTF) and the Class A dumpster trainer and control system located at Goodfellow AFB, TX. This is a replacement for the trainers currently located on the pad and outside the burn pit proper. These trainers will be located where the current truck/cylinder trainer is located. Contractor shall: dismantle current truck/cylinder trainer and remove from its current location in burn pit. Also remove all pertinent mechanical and electrical components required to operate the existing trainer with new control panel as specified below. Control valves, co-ax valves, solenoid valves and connection mechanical fittings to also be removed. Metal will be cut into pieces no larger than 10 square feet. Metal will be removed to a specified location in the burn pit for removal by government personnel. The general description of the work described by this SOW is as follows: a. Contractor shall: Supply and install a new tank trainer with the following features ? Kidde part number 0-100 TFT, Brand Name or Equal - 500 USWG propane tank - Operable Valve control impinging fire - Relief valve fire b. Contractor shall: Supply and install a new Class A dumpster trainer ? Kidde part number 0-100 DFT with the following features: - 5 pallet stack - Operable doors front and rear - Operable side panels - Operable dumpster lids (2 ea) - Low and high fire capability c. Contractor shall: Replace the existing control system by installing new control panel complete with emergency stop switch, ignition switches, indication lights and template of new car fire trainer. Remove and replace existing control stand equipment with standard equipment Ball Valve, 4 ea - Kidde part numbers 6301207 Brand Name or Equal. Co-ax Valve, 4 ea ? Kidde part number 7830110 Brand Name or Equal. Solenoid Valve, 4 ea ? Kidde part number 6301559 Brand Name or Equal. Igniters, 4 ea ? Kidde part number 7860030 Brand Name or Equal. d. Contractor shall ensure: Total integration of the new equipment into the existing area including all mechanical, electrical, water-cooling and fuel supply systems. e. Contractor shall: Bring commonality of operation and training features to the other AFCESA designed AFTF?s throughout the world, resulting in better efficiencies of training, operation and maintenance. The result of the completion of this SOW will result in a fully operational system that includes the critical safety features typical of standard USAF AFTF?s and shall be performed to the level required for certification by HQ AFCESA, Fire Protection Engineer, Mr. Fred Walker or designated representative. End of Statement of Work. The proposed contract is set-aside for Service-Disabled Veteran-Owned small business concerns.
