ORIGINAL ANNOUNCMENT: This Statement of Work provides for the development and management of a coordinated, broad-brush Employee Assistance Program (EAP) for the Federal Aviation Administration (FAA) consisting of approximately 46,000 employees and their family/household members and legal dependents. A family member is defined as a spouse or legal dependent of the employee. A household member is anyone who resides with the employee. In addition, EAP services are available to approximately 1500 former employees (and their family/household members and legal dependents) that leave the FAA every six months. EAP services must follow the guidelines established by federal law along with the Department of Transportation and FAA directives and orders. This nation-wide program encompasses all 50 states and the District of Columbia plus St. Croix Island, St. Thomas Virgin Island, Puerto Rico, Marshall Islands, and Guam. Face-to-face counseling with a licensed, proficient English-speaking mental health provider must be available to employees and their family/household members and legal dependents located in or near London, United Kingdom; Brussels, Belgium; Frankfurt, Germany; Singapore; and Shanghai, China - see appendix J-1. Overseas employees and their family/household members and legal dependents stationed elsewhere must be able to talk with a counselor 24/7 via telephone by either calling an international toll-free number, or calling the contractor collect.
