Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repairs to the USCGC BELUGA (WPB-87325). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The acquisition will be solicited Total Small Business Set-Aside. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about June 23, 2006. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all request via e-mail to Arlene.V.Woodley@uscg.mil It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. The standard industrial classification code is 3732 and the NAICS is 336611. The homeport of the vessel is Little Creek, VA. All work will be performed at the contractor?s facility. The performance period will be 42 days with a start date on or about October 2, 2006. The scope of the acquisition is for (1) Welding Repairs; (2) Clean and Inspect Fuel and Waste Oil Tanks; (3) Remove, Inspect, and Reinstall Propeller Shafts; (4) Straighten Shaft; (5) Renew Water-Lubricated Shaft Bearings; (6) Remove, Inspect and Reinstall Propellers; (7) Perform Minor Repair and Recondition of Propeller; (8) Preserve Transducer Hull Rings; (9) Overhaul and Renew Valves; (10) Remove, Inspect, and Reinstall Rudder Assemblies; (11) Preserve Underwater Body; (12) Preserve RIB Wet Notch Deck and Stern Door Interior Surfaces; (13) Provide Temporary Logistics; (14) Routine Drydocking; (15) Renew Cathodic Protection System; (16) Preserve Freeboard; and (17) Preserve Forward Peak Compartment. Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing. There are no geographic restrictions.
