Synopsis is modified to add contact phone number: The TSA experienced an e-mail outage on June 13, 2006. Interested parties who contacted Quyen Diep via email regarding this synopsis and did not receive a confirmation email from her should contact her at 571-227-2997. ******************************* The Transportation Security Administration (TSA) hereby issues this synopsis for commercial item services for food services and cafeteria management for the TSA cafeteria located at 701 South 12th Street in Arlington, Virginia. This facility services TSA?s employees, contractors and guests, and is not open to the general public. The TSA intends to solicit technical proposals and award a no-cost contract for these services by mid-August of 2006. The incumbent Contractor for this effort is the Department for the Blind and Vision Impaired. Although there is an incumbent, the TSA will consider and encourages innovative and creative approaches to meeting the agency?s requirements for the cafeteria. The Request for Proposals (RFP) will be issued on June 22, 2006. This is a full and open RFP and all interested companies are invited to participate regardless of business size. Those interested parties may contact Quyen Diep via email at Quyen.Diep@dhs.gov for a copy of the RFP. Any amendments, questions and answers, or clarifications regarding this solicitation will be posted solely to the Government Point of Entry at www.fbo.gov prior to RFP closing due date and time Interested parties are encouraged to check www.fbo.gov frequently for possible updates. While any and all questions must be directed to the Government point of contact identified in this synopsis, answers to those questions, as well as any and all clarifications, extensions or changes will be posted to www.fbo.gov and will only be available at www.fbo.gov prior to closing date and time of the RFP. Prior to the issuance of the RFP, the TSA will hold a walk-through of the cafeteria for interested parties on June 19, 2006 from 3:00pm to 5:00pm EST and on June 20, 2006 from 3:00pm to 5:00pm EST. Attendees should arrive at TSA at 2:30pm to ensure adequate time to check-in and a prompt start to the walk-through. Anyone arriving after the start of the walk-through will not be admitted. Those vendors who would like to attend must RSVP to Quyen Diep via email at Quyen.Diep@dhs.gov by June 16, 2006 at noon EST with the following information: 1. Company name, contact name, phone number and email. 2. Which day they would like to attend. 3. The number of attendees and the names of each. Due to space limitations, only two representatives from each offeror will be allowed to attend the walk-through. Interested parties are advised of the following security procedures at TSA: Please arrive at least 30 minutes prior to the start of the event at 601 South 12th Street. Street parking is extremely limited and garage parking rates may range from $2-$4 per hour, so Metro is highly encouraged. Attendees should proceed to the Visitor?s Center at 601 South 12th Street to check-in. TSA Security will log in all visitors and issue temporary badges. This process can cause delays so interested parties are encouraged to arrive early. Visitors will be escorted to the TSA cafeteria by a member of TSA?s staff. Visitors are cautioned that they must be escorted at all times by a member of TSA?s staff while in TSA spaces. Failure to abide by TSA?s visitor procedures may result in expulsion from TSA spaces. Please note that attendance is not mandatory for responding to the RFP but is highly encouraged. No phone number will be provided for call-in participation. This procurement will be conducted using the Transportation Security Administration Acquisition Management System (TSAAMS). Interested parties may learn more about the Acquisition Management System at http://fast.faa.gov. TSA is exempted from the Federal Acquisition Regulation (FAR) by the Aviation and Transportation Security Act (ATSA ? Public Law 107-71) and empowered to use TSAAMS by the same authority.
