- Note: All responses to this IFB shall be mailed to Western Area Power Administration, P.O. Box 3700, Attn: J1534, Loveland, CO 80539-3003. Physical address for hand delivered bids is Western Area Power Administration, Attn: J1534, 5555 East Crossroads Boulevard, Loveland, CO 80538-8986. Western Area Power Administration has a requirement for a contractor to provide all labor, materials, tools, equipment, transportation, and other resources necessary to complete this project. The work includes, but is not limited to construction and completion of the Snowy Range Substation - Stage 01, and transmission line approach spans. The principle components of work include (1) Sitework-Stripping; placing and compacting embankment for the substation and access roads; furnishing and installing gravel surfacing for the substation and access roads; placing and compacting earth material and backfill and disposing of excess materials; furnishing and installing a chain link fence; applying herbicide; and seeding; (2) Providing foundations and cable trenches; providing galvanized steel structures; (3) Installing Government furnished electrical equipment; (4) Providing foundations for transmission line steel pole structures, assembling and installation of government furnished single shaft steel pole structures and providing transmission line approach spans, including five wood pole structures; (5) construction of a site-built service building and installing government furnished and contractor furnished equipment within the service building; and (6) Installing Government furnished monopole. The work is located at the Snowy Range Substation site, in Laramie County, Wyoming. The estimated magnitude of the project is between $1,000,000 and $5,000,000. The solicitation is issued unrestricted (full and open competition). The National American Industry Classification Code (NAICS) is 237130 and the applicable size standard is $28.5 Million. The solicitation document only will be issued electronically on or about June 30, 2006 at this site. The specifications and drawings will be issued in CD format and hard copy by request only.
