- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Northwest Fisheries Science Center located in Seattle, WA has a requirement for a contractor to provide adult and smolt monitoring in Minter Creek, WA. The contractor shall utilize Washington Department of Fish and Wildlife Minter Creek Hatchery weir/sorting system to trap all natural origin adult coho salmon returning to Minter Creek weir. Contractor shall construct a fence-type smolt trap in lower reaches on Minter Creek and shall be responsible for obtaining all necessary state, federal or local permits that may be required for installation and operation of the smolt trap. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Washington Department of Fish and Wildlife (WDFW) as the only source who can complete work under proposed contract, WDFW has unique expertise and experience to conduct the required task, they own and operate the Minter Creek Hatchery and associated weir. The sampling effort described in this project required extensive use of weir and work must be coordinated with operation of Minter Creek Hatchery. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to WDFW without further notice. A firm fixed price purchase order will be issued with start date of Sept 1, 2006 end date of August 15, 2007. This may represent the only official notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
