Description
NASA/GSFC has a requirement for HEAVY-ION SINGLE EVENT EFFECT TESTING OF MICROELECTRONIC AND PHOTONIC ELEMENTS. Please see the attached "Statement of Work". NASA/GSFC intends to acquire these services from TEXAS A&M UNIVERSITY, CYCLOTRON INSTITUTE, COLLEGE STATION, TX. TEXAS A&M UNIVERSITY is the only vendor who meets all of our requirements. The Authority is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures, and will be awarded under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items. The DPAS rating for this procurement is DO-C9. Questions regarding this acquisition must be submitted in writing to YOLANDA WILLIAMS, (email preferred), via email at Yolanda.A.Williams@nasa.gov or fax 301-286-9159, no later than June 19, 2006. It is the offeror's responsibility for downloading their own copy of this notice and amendments (if any). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to 301-286-9159, not later than 4:30 p.m. Eastern Standard Time (ET) on June 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Any quotes timely received from potential offerors will be accepted and evaluated. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
