- The Internal Revenue Service (IRS) is issuing this DRAFT REQUEST FOR PROPOSAL (RFP) for its Mainframe Peripheral and Software Maintenance Contract (MP&SMC) acquisition. The final competitive solicitation (RFP) will be issued at a later date. This is NOT the FINAL RFP solicitation document that will be issued for this acquisition. This DRAFT RFP is solely being issued to industry in an attempt to foster the submission of comments and/or questions. The Government will NOT pay for information received in response to this DRAFT RFP. Submitted documents will NOT be returned to those firms who supply responses. No award will be made on the basis of this DRAFT RFP. This acquisition supports the IRS Modernization and Information Technology Services (MITS) Organization?s Enterprise Operations mission. Their mission is to provide efficient, cost effective, secure and highly reliable computing (server and mainframe) services for all IRS business entities and taxpayers, and to manage the day-to-day operations of the network and contact center environments. The Government intends to award a Performance-Based Service contract for a base period of one (1) year with four (4) one-year option periods. The Government intends to use the trade-off approach in determining best value. Offerors will be evaluated on the basis of their past performance, technical qualifications, and proposed costs and prices. Potential offerors are invited to provide comments regarding the DRAFT RFP to the Point of Contact noted below by July 06, 2006 at 1:00 PM EST. Only email submissions will be accepted. The anticipated release date of the FINAL RFP is August 18, 2006.
