Description
COMNAVAIRSYSCOM is seeking information from potential suppliers regarding compatible near-infrared laser eye protection (LEP) (in spectacle format) that can be used in conjunction with the Joint Helmet Mounted Cueing System (JHMCS). The Navy is currently flying the Joint Helmet Mounted Cueing System on the F/A-18E/F aircraft. JHMCS users are vulnerable to a variety of hazardous laser systems, especially those that transmit in the near-infrared portion of the electromagnetic spectrum. THIS ANNOUNCMENT IS FOR INFORMATIONAL PURPOSES ONLY. There is no solicitation available at this time. This sources sought synopsis is seeking information from sources who are capable of manufacturing JHMCS-compatible, near-infrared LEP in a spectacle format that meet the following Key Performance Parameters (KPP): 1.) Optical density >/= 6.0 @ 1064 nm; 2.) Optical density >/= 3.0 @ 800 nm; 3.) Meets or exceeds current military spectacle optical standards. The Navy LoProWrap spectacle frames (Randolph Engineering, Inc.; Part Numbers LP22699-G-114 and LP22699-G-127) shall be used as the carrier for this LEP end product. Please note that the only difference between these two versions of the Navy LoProWrap spectacle frame is temple arm length. Responses to this sources sought synopsis should be in the form of a technical approach that outlines processes needed to ensure that all aspects of a systems engineering methodology are used in the execution of the program. As a minimum, 1.) Projected cost for an initial production of 1100 units (divided equally into the two Navy LoProWrap spectacle frame versions); 2.) Completed engineering analysis (including component materials and the manufacturing/assembly process employed); 3.) Quality assurance and performance test methods; 4.) A potential solution to providing concurrent LEP and refractive correction (Rx) within the LoProWrap spectacle frame. It is requested that all interested parties submit a capability statement/documentation (under 25 pages) specifically addressing the technical approach to be taken to satisfy their statement of work tasking, potential teaming arrangements, related past performance, general corporate information, nd their business size. The technical drawings for the two versions of the Navy LoProWrap spectacle frame my be requested from the contract specialist. TELEPHONE REPONSES WILL NOT BE ACCEPTED OR RETURNED. All responses will be kept confidential and should not be construed as a commitment by the Government, nor will the Government pay for any proposal preparation costs associated with responding to this synopsis.
