Description
The work is located at Parker Dam on the California - Arizona border, approximately 20 miles south of Lake Havasu City, Arizona. Work to be performed under this solicitation includes surface preparation and painting for all exposed surfaces of the four (4) fixed-wheel penstock gates and twelve (12) draft tube bulkhead gates. Each penstock gate has nominal dimensions of 26 feet x 38 feet. Each draft tube bulkhead gate has nominal dimensions of 17 feet x 5 feet. Contractor performing surface preparation and coating application must use qualified personnel and have a valid SSPC QP-2 Certification. The Government will be performing yearly maintenance at the Parker Dam Powerplant from October 02, 2006 through January 31, 2007. The dates that the Penstock Gates will become available are (1) November 7, 2006 (Penstock Gate No. 4); (2) November 27, 2006 (Penstock Gate No. 3); (3) December 18, 2006 (Penstock Gate No. 2); and (4) February 05, 2007 (Penstock Gate No. 1). The draft tube bulkhead gates will become available on November 7, 2006. This requirement is being procured in accordance with Part 15 of the Federal Acquisition Regulation under full and open competition. This performance period for onsite work is 180 calendar days. We anticipate posting a Request for Proposals (RFP) on or about June 29, 2006, but all dates in this synopsis are subject to change. The RFP will be issued via www.FedBizOpps but the Government reserves the right to issue the solicitation on paper or CD-ROM if the website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register to be included on the offerors list in order to receive notifications pertaining to the solicitation or visit the website after June 29, 2006, to download the solicitation and any subsequent amendments and/or notices to be included on the offerors list in order to encourage subcontracting and partnering/joint venture opportunities. Offerors will be asked to submit a technical and cost proposal for the contract. Offers will be evaluated on their qualifications, experience, successful past performance of similar projects, and qualifications and/or capabilities of their proposed personnel, the quality of their proposed work plans and scaffolding designs, price, and other factors. This procurement is unrestricted. The magnitude of this construction project is estimated between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code is 238320, Painting and Wall Covering Contractors. A 20 percent bid guarantee is also required. Performance and payment bonds will be required following award pursuant to the Miller Act. The tentative solicitation release date is June 29, 2006. All responsible sources may submit an offer which will be considered by the agency. Reclamation is issuing this solicitation, drawings, and associated attachments electronically. This solicitation incorporates documents electronically on the Government Port of Entry (GPE). Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. The solicitation, amendments to the solicitation, specifications, and drawings will be available through the Internet site. The drawings and associated attachments will be e-mailed, if requested. The drawings and associated attachments will be e-mailed or just the drawings on CD media will be distributed through the U.S. Postal Service after Bidder's Mailing List registration, if requested. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award.
