Description
RFI for SEMA Center of Excellence SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation is available. This RFI is released pursuant to FAR Part 15.201(e), Exchange with Industry. United States Army Intelligence Center and Fort Huachuca, Arizona (USAIC&FH) is seeking information from interested parties to develop a capability for a Special Electronic Mission Aircraft (SEMA) Training and Support Center of Excellence. This capability will provide an integrated Training and Logistics Support facility that enables individual thru collective training in a Network-Centric environment. Background: USAIC&FH is looking for new and innovative technical approaches for the creation of a training and support capability for current and future SEMA programs. Guardrail Common Sensor (GRCS) and Aerial Reconnaissance Low (ARL) are undergoing signi ficant modification to both airframe and mission equipment in route to the Armys future SEMA system. Operations Concept: The envisioned training capability will encompass all facets of SEMA training, logistics support, and associated administrative offices. Training will include both individual and collective for pilots (both series qualification and fl ight refresher training) as well as intelligence payload/mission operators, intelligence maintainers, and both aviation and intelligence leaders. The capability must support a training strategy that includes consolidated New Equipment Training for both avi ation and intelligence personnel, individual and collective scenario driven training that encompasses both intelligence and aviation assignment oriented training, replicating a dynamic Contemporary Operational Environment (COE). The training should be int egrated through live and simulated feeds utilizing SIPR, NIPR and JWICs all with a requirement to have VTC, computer, and voice over IP capabilities. The capability should include a Network-Centric Logistics role for worldwide tracking and reporting of su pport parts, maintenance, and utilization management. To support future SEMA systems, the capability must consider possibilities for hangar facilities for aircraft maintenance and upgrades able to support the worldwide fleet of aircraft. Technical soluti ons should consider size and configuration of facilities and construction as part of a possible economic development partnership with the city of Sierra Vista and the state of Arizona or military construction/modifications. An initial capability must be i n place 3rd Qtr FY08 for instructor training and certification and to support New Equipment Training (NET) for the GRCS upgrade in FY09. Requirement: The envisioned capability includes (1) an FAA certified Level D RC-12N simulator for Pilot series qualification and refresher training (entire SEMA community), (2) networked (Sensitive Compartmentalized Information Facility (SCIF)) missio n configured training classrooms with SIPR, NIPR, and JWICS capabilities, (3) Training Aides, Devices, Simulators, and Simulations (TADSS) for Imagery and Signals Intelligence operators, analysts, and maintainers that have eight positions each, (4) netwo rked classified (SCIF) and unclassified classrooms, administrative, and conference areas to support aviation and intelligence, operators, analysts, system maintainers, and aircraft mechanics, (5) connectivity with current/future USAIC&FH training facilitie s (to include NIPR, SIPR, & JWICS), (6) live and simulated feeds, (7) logistics and maintenance areas, (8) Net centric logistics tracking and reporting capability, and (9) simultaneously support unit and institutional training Provide response in MS Office format (virus free), to include supporting data, diagrams, cost, timelines to PM ACS via email. Respondents are requested to provide a technical approach to this RFI within 30 days. In accordance with FAR 15.202(e), responsibilities to this notice are not offer s, and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent requests for proposal (RFP). Any proprietary information submitted will be protected if appropriately marked.
