Description
The Agency for Administration for Children and Families, Office of Child Support Enforcement, through the Division of Acquisition Management, Program Support Center, is seeking sources to award a 12 month contract using simplified acquisition procedures. The intended date of award is June 28, 2006. The objective of this project is to develop a self-administered State demographic survey to identify state-level demographic data on the social and economic characteristics of the child support population including estimates of income and poverty, race/ethnicity, public assistance status (TANF, Medicaid, and Food Stamps), employment status, marital status, geographic distribution, education, and family structure. In addition the survey will include demographic variables for tribal, international, and interstate child support cases. The survey will be conducted in nine states to test the feasibility for future surveys. The current project has three major components for the development of a demographic survey: a) a planning and design phase, consisting of instructions, a questionnaire, and suggestions for interpreting report results; b) a data collection phase consisting of data collection in nine States selected by the contractor; and c) a reporting phase in which a thorough and detailed report is prepared consisting of a review and analysis of the data obtained, discussion of issues involved in the survey usage and recommendations concerning evaluation and assessment, and next steps. As part of the analysis, the contractor shall compare results with the findings from the Assistant Secretary for Planning and Evaluation?s study of Characteristics of Families Using Title IV-D Services (http://aspe.hhs.gov/hsp/CSE-Char04/index.htm). A detailed description of each component is presented in subsection 1.1 through 4.1 in the following project deliverables section. TASK 1 - Orientation to the Project Subtask 1.1 - Within two (2) weeks from the effective date of the contract the contractor shall meet with the Project Officer (PO) in order to receive an orientation to the project and to discuss further development of a more detailed work plan. Subtask 1.2 - By the sixth (6th) week, the contractor shall submit a draft, detailed project work plan (about 5 pages) that consists of a list of strategies and resources. This must include a step-by-step action plan that includes goals, primary and secondary data sources, suggested format, target completion dates and follow-through procedures. Subtask 1.3 - Within five (5) days of receiving the PO comments on the project plan, the contractor shall provide a final project work plan (about 5 pages) for PO approval. TASK 2 - Develop a Demographic Survey Template Subtask 2.1 - By the twelfth (12th) week the contractor shall provide a detailed breakdown of the survey methodology including selected demographic variables, data sources, and analysis plan. Subtask 2.2 - By the fourteenth (14th) week the contractor shall identify up to 9 states for PO approval, and follow-up with these states to assess existing demographic data available on the child support population. The contractor shall follow-up with states by phone. Subtask 2.3 - By the sixteenth (16th) week the contractor shall provide a draft survey template (including 20 survey questions) to the PO for review and approval. Subtask 2.4 - Within ten (10) days of receiving the PO comments, the contractor shall provide a final survey template for PO approval. The final document must be submitted electronically in Microsoft Word 2000 and accessible to people with disabilities in accordance with Section 508 standards. TASK 3 - Conduct Survey Subtask 3.1 - By the twentieth (20th) week the contractor shall contact State respondents by phone to explain the study and disseminate the self-administered demographic survey. Subtask 3.2 - By the twenty-eighth (28th) week the contractor shall collect responses from the self-administered demographic survey and follow-up with States by phone to clarify missing data before conclusion of the data collection phase. TASK 4 - Final Report and Presentation on findings Subtask 4.1 - By the thirty-eighth (38th) week the contractor shall provide a draft final report (about 40 pages) for FPO review and approval. This report will provide a summary of the demographic information obtained from (subtask 2.1) and a detailed analysis of the prevailing demographic situation in the piloted states. The report shall also summarize and display survey data in a graphical and tabular format. This document will also contain the final demographic survey template (subtask 2.4). Subtask 4.2 - By the forty-fourth (44th) week the contractor shall present findings (about 15-20 slides in Microsoft PowerPoint) to interested OCSE management/staff. Subtask 4.3 - Within fifteen (15) days of receiving the FPO/OCSE comments on the presentation, the contractor shall provide a final document (about 40 pages) for FPO approval. The final document must be submitted electronically in Microsoft Word 2000 with camera-ready hard copy and in HTML format for internet access. TASK 5 - Progress Reports Subtask 5.1 - The contractor shall submit monthly progress and expenditure reports (sample attached) to the FPO the fifteen (15th) day of each month. The progress report will consist of the contractor's activities and contacts. The contractor shall indicate in the monthly report any problems they encounter or predict. The last monthly report shall be considered the final report and will summarize all the work and activities related to the project. EVALUATION FACTORS FOR AWARD TECHNICAL EVALUATION The following technical evaluation criteria and their relative numerical weights have been developed by Administration for Children and Family (ACF) personnel and have been tailored to the requirements of this particular solicitation. The contractors are informed that these criteria (1) serve as the standard against which the technical proposal will be evaluated and (2) serve to identify the significant matters which the contractor should address in their technical proposals. EVALUATION CRITERIA (MAXIMUM SCORE 100 POINTS) The contractor should demonstrate in its proposal that the objectives in the solicitation are understood and offer a logical approach to their achievement. Basis for Determining Award: The contractor's technical proposal will be evaluated against a 100 point scale and will be determined technically acceptable or unacceptable along with the contractor's cost proposal in determining the competitive range. If discussions are required they will be held with a contractor within the competitive range.
