- The National Cancer Institute (NCI), Office of Science and Technology Partnerships (OSTP), Center for Cancer Research (CCR), plans to procure on a sole source basis with Affymetrix, Inc., 3380 Central Expressway, Santa Clara, CA, 95051 for service and maintenance agreement for highly specialized medical equipment manufactured by Affymetrix . The service and maintenance agreement will be for a base period and two (2) one (1) year option periods. The NAICS code is 811219 and the Size Standard is $6.5M. The acquisition will be processed under FAR Part 12-Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The equipment is used to scan the Affymetrix GeneChip microarrays using the 5 micron feature size. The micron feature size arrays are used for a series of collaborative cancer studies. The Affymetrix equipment is utilized by many CCR investigators to enhance their research and yield results which may be shared with other investigators within the CCR and the scientific community. Personnel that are both technically trained on this specific system and officially certified by the manufacturer are required to perform such repairs to this sensitive equipment, as well as the ability to provide any manufacturer certified parts that may be needed to service the equipment. All parts must be identical to those currently on the system and compatible to function properly. This agreement will include one (1) scheduled preventive maintenance inspection per service agreement year and emergency maintenance on an unlimited basis with no additional cost to the government. The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumable parts to include batteries. Affymetrix, Inc., is the sole manufacturer and the only source known to the NCI,OSTP,CCR researcher that can provide such services to the aforementioned system. This is not a request for competitive quotations. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 p.m. EDT, on June 24, 2006. Faxed and email capability statements are NOT authorized. It is the vendor?s responsibility to call (301) 402-4509 to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and the online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.
