Description
THIS IS ISSUED TO CORRECT THE TITLE TO READ: TIRE PRIVATIZATION RFP FOR VEHICLES NOTICE IAW THE 2005 BASE REALIGNMENT AND CLOSURE (BRAC) STATUTE. THIS IS A SOLICITATION NOTICE. In accordance with the 2005 Base Realignment and Closure (BRAC) statute, the Defense Logistics Agency (DLA) will issue a RFP for the Tire Privatization Initiative on Friday, June 30, 2006. The purpose of this RFP is to solicit proposals for supply chain management of vehicle (Land) tires for the Department of Defense. Under the Base Realignment and Closure Act of 1990, 10 U.S.C. 2687 note, the BRAC Commission?s recommendation to privatize the supply, storage and distribution for tires (Federal Supply Classes 2610, 2620, and 2630) became law on November 8, 2005. This recommendation is intended to create a more responsive supply support to user organizations and deployment, and the sustainment of forces when deployed worldwide. Privatization enables the Department to take advantage of the latest technologies, expertise, and business practices, which translate into improved support to customers at less cost. This recommendation disestablishes the wholesale supply, storage, and distribution functions for all vehicle tires used by the Department of Defense, retaining only the supply contracting function. The Department will privatize these functions and will rely on private industry for the performance of supply, storage, and distribution of these tires. By doing so, the Department can divest itself of inventories and can eliminate infrastructure and personnel associated with these functions. The resultant contract will be awarded on an all or none basis and is being solicited as unrestricted. This acquisition will use a Long-Term Firm Fixed Price Requirements contract, five year base period with one-five year option period, with Economic Price Adjustment (EPA) provisions. The EPA provision is limited to a maximum increase of 7% per year. IAW FAR 2.101 the contracting officer has determined the tires to be purchased under this solicitation meet the definition of commercial items and will be solicited under FAR Part 12. This solicitation includes an Add/Delete clause which allows the Government to adapt the resultant contract to the changing needs of the military customer.
