Description
The U.S. Environmental Protection Agency (EPA), Region IV, has a requirement for Emergency and Rapid Response Services (ERRS) for emergency, time critical and non-time critical removals, and remedial activities. Contractors will provide all response equipment, personnel and material for containment, countermeasures, cleanup, mitigation, restoration and disposal of hazardous substances, oil, contaminants or pollutants, as specified in task orders. Response services shall be conducted under Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act, CERCLA (Superfund) of 1980, as amended; Subtitle 1 of the Resource Conversation and Recovery Act, as amended; the Clean Water Act (CWA) as amended by the Oil Pollution Act (OPA) of 1990; the Stafford Disaster Relief and Emergency Act, and the National Contingency Plan (NCP), 40 CFR Part 300. The base period of the contract will be 60 months (5 years), with one (1) optional two-year earned award term for a potential period of performance of seven (7) years. The award term will be earned based on performance. The contractor may be required to work anywhere in the southeast region of EPA Region IV, which includes Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. Response times may vary from two (2) hours to 72 hours. There is the potential for three (3) indefinite delivery/indefinite quantity, time and materials contracts to be awarded from this solicitation through the total small business set-aside acquisition process. The resulting contracts will contain fixed rates for labor and equipment with cost-reimbursement provisions for rental equipment, materials, and subcontracting. The North American Industry Classification Standard (NAICS) code for this procurement is 562910. This procurement will be a total small business set-aside. Potential offerors are advised that if they are a current Superfund Technical Assessment and Response Team (START) contractor or START team subcontractor in Region IV, they will be ineligible for award of any of these contracts due to Conflict of Interest concerns. The RFP, amendments, and other information related to this procurement will be posted on FedBizOpps and the EPA's Office of Acquisition Management website, at the following URL: http://www.epa.gov/oam/regions/index.htm#notissue. Under the "Solicitation and Amendments" heading select "Emergency and Rapid Response Services (ERRS) for Region IV". It is anticipated that the RFP will be posted in late July. All information related to this procurement will be available at the link indicated above through the date of award. The estimated award date is on or about February 1, 2007. Award will be made on a best value basis with technical being of greater importance than cost/price.
