Description
The Czech Republic Ministry of Defense (Czech MoD) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the construction of fuel storage for the land component in Roudnice nad Labem. The Czech MoD is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The Czech MoD intends to use the one step competitive bidding procedure. The estimated value of this project is CZK 200 million ($8.9 million USD). The Host Nation reference for the Invitation for International Bid (IFB) is 1999/2PL22003-0. The U.S. Department of Commerce will be using as its reference IFB-CZECH-1999-2PL22003. SCOPE OF PROJECT - Construction of diesel fuel storage with 2 x 5,000 cum storage tanks - Construction of manifold/pump house - Standby power installation - Construction of power utility networks - Construction of truck loading station (2 x 60 cum/hr) - Construction of interconnecting pipeline - Construction of roads, paving, and drainage - Implementation of related auxiliary works on site Each applicant must provide a NATO security clearance certificate issued by the Defense Industrial Security Clearance Office (DISCO) at the level of NATO RESTRICTED or higher. Along with the bid, the bidder shall submit a bid bond bank guarantee in the amount of CZK 3,000,000 ($134,000 USD). The successful bidder shall be strictly prohibited from subcontracting any works (including project design, labor and services) to companies located outside the territory of a NATO-member nation. The successful bidder shall also be strictly prohibited from subcontracting the manufacture of any materials or equipment (down to the level of identifiable subassemblies) to companies located outside the territory of a NATO-member nation. Before issuing the IFB, the host nation will verify technical and financial information with use of a Questionnaire. Failing to answer or answering inadequately any of the questions may be a reason for exclusion from further participation in the ICB. The IFB will be issued to firms for which a Declaration of Eligibility has been submitted; a NATO security clearance certificate has been provided; financial and technical eligibility have been proven (Questionnaire); and a fee of CZK 30,000 ($1,335 USD) has been paid for the use of reproduction equipment. (Account number, place and deadline of the payment will be shown in the instructions, which will be sent to all eligible firms after verification of the technical and financial information provided in the Questionnaire.) BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: June 15, 2006 2. Estimated date for distribution of technical and financial verification Questionnaire: July 3, 2006 3. Estimated date for submission of the completed Questionnaire: August 31, 2006 4. Estimated date for distribution of a call for payment of the reproduction equipment use fee: September 18, 2006 5. Estimated date for distribution of tender design documents: October 25, 2006. 6. Estimated date for conference and construction site inspection: November 14, 2006 7. Estimated deadline for submission of bids in the Czech language: January 16, 2007 8. Estimated date for signing of contract with selected bidder: March 30, 2007 9. Estimated period of implementation: April 2007 to July 2008 The bidders shall not be entitled to claim any financial or other compensation, or any reimbursement for the costs, expenses or damages they may have incurred in connection with participation in this ICB.
