- NASA/KSC has a requirement for services for Space Transportation Systems Operations Analytical Tools and Methodology Software Development in Support of Exploration Systems Analysis and Technology Assessment (ESATA), Exploration Systems Architecture Study Tracking Number Area "11B" (1 lot). NASA/KSC intends to purchase the services from Blue Frog Technologies, Inc., 806 Turney Dr. , El Paso, TX 79902. Contracting without full and open competition is permitted pursuant to 10 U.S.C. 2304 (c)(1) and/or other authority as appropriate, e.g. 40 USC 759 (g) for FIP resources, because the services required are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
