- The Naval Sea Systems Command intends to procure twelve (12) MK V PB aluminum Fast Interceptor Boats on a sole source basis from United States Marine Incorporated (USMI), 10011 Lorraine Road, Gulfport, MS 39503, along with spare parts and special tooling, training, and contractor in-country engineering technical services. The Kuwait Ministry of Defence via Letter of Offer and Acceptance ((LOA) with the U. S. Government has specifically indicated the MK V PB as the requireded boat. The MK V PB is a proprietary design owned by only two shipyards. USMI is one of these owners. The other shipyard, based on specific U. S. Navy inquiry, has indicated that they declined to participate in this program thus making USMI the sole source. Neither the U. S. Government nor the Government of Kuwait has a technical data package that would allow for competition for the MK V PB. As such, USMI is the only source with the requisite knowledge and experience required to complete construction of these MK V PBs. See Numbered Note 22*****
