Description
BioRobot Nucleic Acid Extraction Tool The Centers for Disease Control and Prevention (CDC), National Center for Birth Defects and Developmental Disabilities (NCBDDD), contemplates issuing a firm fixed price type contract for this project. The Centers for Disease Control and Prevention (CDC) has a need for an automated nuclic acid extraction instrument to be used for processing tissue samples submitted to the Infectious disease pathology Branch for diagnostic evaluation . The capabilities of the isturment should be matched to the estimated sample throughput (1 -6 sample preps per run) and the ability to chemically process formalin-fixed, paraffin-embedded (FFPE) tissues. The chemistry employed must be vallidated for extraction of nucleic acids from FFPE tissues. The Government intends to evaluate offers and award a contract without discussions. Therefore, the initial offer should contain the offeror?s best terms from a technical and price prospective. This requirement is a not small business set-aside. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The quotation must reference Solicitation number 2006-Q-32223. Qiagen, Inc is the only source known to the government that can provide a system with the above characteristics. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. The contemplated period of performance is June 15, 2006 through July 15, 2006. Proposals for this RFQ are due June 15, 2006. The RFQ will be available only by downloading at this internet site: www.fbo.gov. All questions/concerns about the RFQ package shall be submitted not later than June 10, 2006 via email to rbush@cdc.gov. The NAICS Code for this requirement is 334516, and the SIC code is 3826. NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED. There is no plan to mail out hard copies of the RFQ. If you are not able to reach this website to retrieve the RFQ, you may request a copy by emailing Rhonda Bush at rbush@cdc.gov. IT IS YOUR RESPONSIBILITY TO KEEP UP WITH ADDITIONAL POSTINGS REGARDING THIS RFQ ON THE FEDBIZOPPS WEBSITE. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Numbered note 22 applies to this requirement. It states as follows The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION.
