- This is a NOTICE OF INTENT to negotiate on a sole source basis. SSA intends to negotiate with NetCentric Technologies, 300 March Road, Suite 205, Kanata, Ontario, Canada, K2K 2E2, for NetCentric???s CommonLook ??? Section 508 Plug-in for Adobe??? Acrobat??? software products, under the authority of Federal Acquisition Regulation (FAR) 6.302-1 (c) ???Only one responsible source and no other supplies or services will satisfy agency requirements???. SSA needs thirty (30) copies of this automated tool to expedite the remediation of approximately 5,000 PDF documents published on http://www.ssa.gov/, and numerous PDF documents that are published internally on the SSA intranet, most of which are not in compliance with the accessibility standards required in Section 508 of the Rehabilitation Act of 1973, as amended 29 U.S.C. ?? 794 (d). The place of performance is Social Security Administration, 6401 Security Blvd, Baltimore, MD 21207-5176. The period of performance is 12 months from date of acceptance by the government. In addition to allowing SSA to remediate and identify Section 508 pdf issues, the order will provide ongoing maintenance support. NetCentric is the only source known to the government that is capable of providing software capable of providing 508 remediation to PDF files which is known to the government that can be deployed without a) extensive user training; or b) additional components in order to become 508 compliant. This is a Notice of Intent only, not a solicitation. When responding to this announcement, respondents should refer to NetCentric???s CommonLook ??? Section 508 Plug-in for Adobe??? Acrobat??? software products. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP) memorandum dated April 17, 2006 regarding the publication of Brand Name Justifications, the solicitation, to be issued to NetCentric only, along with the corresponding justification is being published and will be available via FedBizOpps on or about June 7, 2006.
