Description
The purpose of this Sources Sought is to request information from potential sources that feel they are capable of meeting a US Special Operations Command (USSOCOM) need for a Nuclear Material Identification System (NMIS) as described herein. This request is for a commercial off-the-shelf (COTS) item or an item that would require limited/minimal improvements. USSOCOM is looking for companies that have developed and produced a NMIS that would meet the following required minimum criteria: Total system should be light weight, no more than 4 lbs with dimensions approximating 2?x4?x 8? or smaller; must have self-contained batteries that last a minimum of 4 hours while operating in continuous full active mode; in instances of multiple isotope signatures, NMIS must indicate that multiple isotopes have been detected, identify those isotopes individually and with a high (90% or greater) confidence level, indicate they fall into one of the following categories: medical, industrial, nuclear, or natural when in either shielded or un-shielded conditions. User interface must contain a library that is programmable, editable and have the capability to save and download the saved spectral data; Environmental requirements include: operate at -10 to +120 degrees F; be water resistance (i.e., heavy rain, salt water spray); pressure proof to 33 feet (when inside a water tight bag); and meet the typical industry standard for blowing sand and dust, vibration, and 5 foot drops. USSOCOM seeks the above described NMIS from worldwide sources, as well as any potential candidates in current Government programs (US or foreign). The North American Industry Classification System (NAICS) is 334519 and the Standard Industrial classification (SIC) is 3823. USSOCOM intends to review product literature, test data, and methodology used to support claims of ability to meet described criteria. USSOCOM may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. Further, based on the results of testing, the government may procure and field systems to meet military operational needs. Responses to this market survey are due July 7, 2006 and must include a product description with performance parameters and a statement regarding current availability, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units of less than 50. One on One discussions: The Government may elect to conduct one-on-one discussions, after analyzing the RFI responses quality of submission, the detail and specificity of information provided. Responders who are selected for the one-on-one discussions will be contacted by email with a specific time and date for their one-on-one discussion. These discussions will be held with the selected set of responders at a mutually agreeable location. Please note that the Government is under no obligation to conduct these sessions.
